Chelsea are simply recycle their Academy Products into South American "Wonderkids". Hall to Newcastle(30mil). Maatsen for sure this summer with an RC of 32mil gone. Broja(25mil) will be gone. Cheloba(30-35mil) could be sold. Gallagher(50mil) could be sold. Thats at the very least 150mil pure profit. Chelsea is known for their Academy Players and making hell lot of money with its players.

Why the hell would a young player with significant talent sign for Chelsea? And how can Chelsea even afford any significant expenditures under PSR? Chelsea don't exactly have the ability to run down players contracts beyond leftovers from the Roman years. Chelsea will not only miss out on CL but also look miles off even being in contention. Perhaps Chelsea are happy to be a stepping stone club is all I can imagine. Get your house in order, THEN think about signings. Boehly an absolute gift to every other club in the prem. The complete hubris to think he could impose the American model of signing players on long term contracts like baseball where they run maybe a few minutes per game is deserving of the fall that will ultimately engulf CFC.
