As a reader of the IDW comics, Surge doesn't have a super form but she can feed of power which is kinda like a drug to her (an addiction) base Sonic still clears tho 👀 lack of experience

Rings? What rings? They don’t power super! Never have they in the story shown Sonic relying on rings to stay super, he stayed super for a week in sonic advanced. And we know he has infinite energy and invincible.
Super is so powerful, sonic team HAS TO MAKE his villains nullify the chaos emeralds to pose a threat.
He isn’t on Archie’s level, but he sure as hell would give most anime characters a run for their money, WITHOUT chaos emeralds.

In terms of experience with fighting ability the way super sonic 2 fights is very efficient but was still not enough until he used up all of his cyber power but that's very unstable, hyper sonic is still far superior in the amount of consistent power it produces over a longer period of time
