The lack of a challenge for hundreds of chapters built it up well. He started interrupting monologues, hitting people because he thought they were done talking and he wasn’t listening, and he was even settling down to say Boros was strong due to no one ever getting that far in a fight with him. In the series of Dragon Ball, I don’t know if this would happen at all, but it would be short lived if it did.
If Saitama were in dragon balls he'd probably be like goku who wants to look for fights and because his limit cap as a human have been broken he would probably be like a third main cast like Goku and Vegeta purely because he would be interested in battles again and try to actually learn martial arts. In my opinion, Saitama has expressed much better growth rate than both Vegeta and Goku, Additionally Toriyama stated (or at least really tried to portray in his original vision)that Jiren wasn't actually that much stronger than Goku and Vegeta, but something about how he acted that gave him the edge. Current Saitama gets slammed, but after fighting Beerus he would get an exponentially higher target that he would most likely be able to somewhat match in a relatively short time. Heres a thought In the One Punch Man Manga, there is an explantion for Saitama's strength, being that Saitama managed to break his limiter. Not his limit, his limiter. Instead of Saitama increasing his limits, like how saiyans work, Saitama fully removed his limits. Essentially, this translates to Saitama having literal infinite potential.

Yeah having no access to ki is a huge problem in dragon ball. With ki you could do so many things its so versatile for example: ki constructs, ki weapons, ki manifestations, hax abilities etc and the biggest one transformations.

Brothers, you want to learn a new fact? When saitama goes his full power his next basic serious move leave a limitless space in his power vessel to create another portion of power he used in that serious move which adds up to his strength. This way he grows exponentially by filling out his need of strength which only multiplies and that's instant and ridiculously dramatic.
Saitama could also just learn how to use Ki. Videl did so in like a week. And considering Ki usage tends to multiply your battle power a solid like 3 or 4 times over... yeah, I'd say Saitama will be fine, even without a time chamber or transformations.

I’m pretty sure Saitama’s strongest feat is planetary, and we saw planetary feats in the Saiyan saga (Even Master Roshi could blow up the moon in Dragon Ball). Krillin, Tien, and even Yamcha scale above him at this point.

In the manga it is stated that Saitama was growing very slowly because he didn't have any competition and when garou activated hus Saitama mode Saitama's growth was rapid as he again begun growing due to a worthy opponent so I guess base Saitama is ssj gad level but after that he might grow a lot ----but Goku does have a potential to grow stronger after or during his fights
Also I have read manga of both db and opm including all season so that's my opinion
SSJ alone at this point isn't still even 50x, it's probably way higher due to all the training, so Goku's base form is probably beyond any humans

Did you know: Saitama actually has infinite strength, Saitama in one of the chapters when fighting against Garou it states that he has broken his limiter which means he has infinite strength but Goku and vegeta has infinite strength too so it would just end in a tie most likely become friends together. Okay so saitama broke his limiter which means that he has no limit and basically infinite potential, since he broke his limiter his power passively gets larger which in turn means that every second he gets stronger without training. This is further stated in the saitama vs Cosmic garou fight
He haves infinite potential to and he can do a short workout and grow Super strong
Saitama's limiter is removed so he's effectively a saiyan but even better. Even if he's just Namek Frieza's level at the start, he will simply grow at an insane pace when fighting someone stronger or comparable to him
