All I know is that after the ball gets old, one side is maintained smooth by shining the ball regularly while the other side naturally gets ROUGH and the ball always moves towards the Shiny side.
A new ball does not have enough roughness for reverse swing.

Bumrah don't do swing bowling. It's just his unorthodox action that gives the feel of swing.

Will the batsman be confused, because, in the end, the ball may do reverse swing, but for the batsman, the ball wll be either inswing or outswing.... Regardless of how the bowler keeps the seam and the shiny side... I mean, how can this help from traditional swing!?
Yeah the major problem with Reverse Swing is that it Swings very late in the air and the batter gets very less time to adjust.
Whereas the traditional swing generally starts swinging from the release point only.

Does reverse swing only happen with old ball?

If shiny side is toward right handed batsman and seam position is toward 1st slip, will the ball swing or not? If it swing, then where will it swing?
If it's a new ball, it will definitely swing away from the RHB as the new ball swings away from the shiny side.
But if it's an old ball, there's a high possibility that it will swing towards the batter because as the ball gets old, the shiny side becomes relatively more important for reverse swing than seam position✌️😊
BTW Nice and a new question. However I can be wrong too (in case of old ball) as I haven't seen any situation practically what you have described above 😅🙏🏻
