The only catch is that it needs to touch each object with a hand. Can also extend hands up to 10 meters away in a gear 4th sort of way. Hits as hard as Moody Blues, but as fast as Gold Experience. Crud durability and punching speed drops the longer the arms are extended. If it is a semblance then it just means I must physically slap two things together.

A lot of stand users are OP in RWBY. Even lower damage stands like Harvest
I agree but one small correction, if giorno were to block with gold experience, he'd still suffer a similar amount of damage because the stands can only be hurt by other stands thing just means that stands can phase through things, but if a stand user so chooses to allow the stand to block, durability isn't enhanced in any way and giorno still ends up getting ouchied.
If he had access to Requiem he’d basically be god, unless there was someone who could attack him with an infinite amount of energy like Tusk can. Tusk is just the ultimate weapon against any OP character.
I think it's funny you're making a case on why Giorno would be strong in the RWBYverse when he'd literally solo pretty much any fictional universe you can think of

_Almost_ any series, everyone can agree that GER's abilities can put it high in the Anime leaderboard, able to outmatch even Naruto, but not enough against some of the absolutely OP Anime characters at the top, and far away from the most powerful characters in all of fiction
