Yes, the four notes are a call for attention, totally okay, no better other way than that to capture the listening with a vital development more rhythmic than melodic in my opinion and will be performed by stringed instruments which are melodic instruments par excellence. I once made that mistake, but it only took another listen to the Chicago Symphony performing the 9th for me to come back to my senses.
Clearly the Eroica is the greatest symphony of Beethoven!
