I dont think it will be a pre arranged thing with Slovakia Romania. I think it will pe more of player management for the knockout stages. They wont want to risk injuries, fatigue or yellow cards going into knockout stages, so the match will probably be a snoozer

So if Belgium has a good goal advantage after the first half, Slovakia might try to go for a win and top the group, Romania will still qualify from the third due to h2h. The other way around goes if Ukraine has a comfortable goal advantage against Belgium after the first half, then Romania might try to win and top group with Slovakia qualifying from the 3rd spot. I think they will play it safe for a draw, but their coaches will definitely keep an eye on the other game and you might see a surprise second half.
