Secret service told local LEOs that building needed to be covered and asked for a patrol vehicle to be placed in the area. They denied claiming not enough man power. However they had a SWAT/Sniper team inside, yet it took them several minutes for a different cop to find him at the last second. If fbi and ss finished their investigation now, and more info came out later, they’d be saying it was rushed. To ask if they’ve tracked all the shooter’s movements physically and online over the last 3-6 months and are mad it will take more than 9 days is pure nonsense. I think we’ll see in the end that local LEOs failed to properly provide security as well as reacting and communicating.

The best way to explain what happened is that the Secret Service mistook the rooftop gunman as a legitimate local police sniper - part of the group that was already positioned inside the building. The best proof of this mistake is that the Secret Service snipper was able to quickly kill the gunman with one shot. This would not have been possible had he not seen him there beforehand. This also explains why no action was taken against the gunman when bystanders were pointing him out in plain view of the Secret Service.
