  • Since 2013, total cumulative Belt and Road spending by China has reached over US$932 billion in countries across Asia, Africa and Latin America. While its model of development in some of these countries has improved lives and gained public support, there are also concerns over the debt burden it imposes.
    From Malaysia, Nepal and Uganda, CNA Correspondent takes a closer look at Chinese investments overseas, and explores whether the price is too high to pay for its partners.

    What about addressing more fundamental questions likes what happened to these countries that their governments aren’t able to build infrastructures for themselves. After so many decades of civilisation across the world, and maybe help from other countries what’s stopping these countries to provide basic needs for their citizens? Are the answers too obvious or is the problem too complex to unravel?

      If new infrastructure cannot be managed or utilised by the masses it maybe considered a waste of investment… you need to cater to the populations basic needs first… education, clean water, medical facilities, factories… with educated workforce, they would have the means & places to spend their money… than that wealth goes around… just don’t expect a return on investment in five years

    I check out this video because of the text spread across the video thumbnail : "Chinese Money: No strings attached". However upon viewing, the issue is actually - can countries afford the infrastructure they sign on with China. These are two completely different issues. The first phrase implies something sinister on the part of China to unjustly entice, while the latter reflects on the economic challenges encountered during the execution phrase of the contract. I am no China supporter but I find this video does not do justice in so many fronts - front the title in thumbnail to claims of debt trap etc. CNA can do better than this.

    There's a rather worrying subtext to this whole narrative. When China was investing in a nuclear power station in the UK, nobody was asking, can the UK afford it. Nor was their any questioning as to whether the USA could afford Chinese investment in railcar manufacturing. Nor indeed has anyone questioned Hungary's ability to pay for Chinese built infrastructure.
    But mention Pakistan, Sri Lanka or any of the fifty African states with often huge Chinese built infrastructure and then suddenly we're asked, can such countries afford the price. I don't want to point out the obvious line that divides those we question and those we don't, but it's not about levels of development. If it were, surely we'd be asking if countries such as Serbia, Montenegro or North Macedonia could afford Chinese infrastructure costs in equal measure as we ask that question of Namibia, Gabon or the Dominican Republic, all of which are upper middle income countries.
    On the flip side, which of the countries in which China is involved in infrastructure building does not have debts to the Word Bank, IMF or International banks. Or which of those countries will be excluded from any share of the US led $600Bn Partnership for Global Infrastructure and Investment, for surely if they can't afford China's infrastructure presumably they can't afford the fund designed to be an alternative to the Chinese option. Of course nobody will be excluded, or seen through another lens, be abandoned to the Chinese. It's clear, the problem is not the debt, but the creditor, China.
    The supposed concern for the financial stability of sovereign states is based on a view of certain states as having no agency of their own. They are nearly seen as pawns in the great game of geopolitics. The collective West does not want to save Sri Lanka from debt, but from the influence of China. there were two feasibility studies for.the Chinese financed Sri Lankan port that failed and the Chinese ending up leasing off the Sri Lankan state. The first feasibility study was completed in 2003 by a Canadian engineering firm, SNC-Lavalin. However, it was rejected as incomplete. Three years later, Ramboll, a Danish consulting firm undertook a second feasibility study. It projected that dry and bulk cargo would constitute the main traffic for the port until 2030. Hambantota Port was expected to handle approximately 20 million twenty-foot equivalent units by 2040.China built the port in good faith, and yet it is China that is blamed for its failure, Sri Lanka portrayed as a victim of a debt trap which forced them to give the port to the Chinese. Why do we never hear of the culpability of the Canadians or Danes?
    The colonial attitude that the local people with less than white skin are incapable of managing their own affairs has to stop. It is from the continuing belief in the White Mans Burden by too many in the political Establishments of the collective West that allows the white saviour attitude to flourish and exemplified in the narrative of the Partnership for Global Infrastructure and Investment project.
    Pretending to want to help countries develop when the only motivation is to throw a spanner in China's genuine attempts to support countries develop is shameful. Sadly it will be of little surprise to people in those countries.

    This needs a context. The US spent $2.26 trillion in Afghanistan and brought much death destruction and misery in the process. By comparison, China spent $926b on infrastructure that will actually be very useful. Yes, there will be side effects. But, is there an alternative? There is no other player in the game. The US for example, doesn’t have the infrastructure building capacity to replace it’s own crumbling infrastructure. Instead, of infrastructure, the US sells arms. Which is the less harmful of the two?

      Yea, westerners are incapable of building anything.......? BRI as you indicate is a plan to export Chinese civil engineering. While westerners look more closely at return on investment China has no strings and shorter high interest loans that are often opaque. I don't believe there is a deliberate debt trap here. China will want her money back. We have yet to see how generous they are on debt forgiveness. Westerners aren't that good be interesting how China behaves. China has forgiven some African debt. See what happens in Zambia.

    These projects are not commercially viable in the short term therefore there is a huge risk that they will not be able to pay back their loans. If that happens China, the lender is the one to suffer. Still, it will benefit the countries in the long term, and maybe in a bigger picture, it is viable, ie you take into account economic growth they drive, health care access they improve, etc. I would say China is doing a good thing for those countries

    It’s all a waste, just ask the usa. Gifts only buy loyalty as long as they’re given. Those thinking they’re in control find themselves controlled by obligations. In real conflicts, economic stimulus does not inspire tangible commitment. A lot of these projects give China leases to things like docks, which they could use for purposes of warfare. This is dumb Bc they might not allow them to use it when war actually comes, but more so how little use they have in times of peace. Imo, it’s all just one big waste of money for China. Let them continue to spend.

    Countries accepting investment from china, should not be beholdened to the chinese except for purely business in nature no string attached, business proposals should not allow the chinese to take over the management of any second party's infrustructure to recover the chinese investment it should be a rest factor investment by the chinese. So the chinese have to secure their investment by giving 300% risk free giving the seconf party ease in accepting chinese investment away from the so called DEBT TRAP.

    The Chinese BRI (Belt and Roads Initiatives) is China's contribution to give a "leg up" to the developing nations to boost their economic development.
    It is up to each country's people to take advantage of these completed new infrastructures (roads, railways, bridges, sea ports, airports, etc) and work hard to repay any soft loans committed.
    Note that few western nations are willing to do these "high cost high risk" infrastructures for these developing countries.
    The reality is that:

      BBB (Build Back Better) was Biden's slogan to rebuild American's own crumbling infrastructures (mainly roads, railways and bridges).
      The problem is financing these works as the bulk of USA's budget went to their huge "military defense expenditures".
      Years of neglect also make these infrastructures retrofit works urgently needed now.
      USA had made a start now but it may need more money and effort to really BBB these infrastructure within continental USA.
      Time is not on their side also.

It has been drown in all the bs legislations they passed including Inflation Reduction Act, as if passing an act will bring about the intended result. Why don't they passed the Ukraine Victory Act, The China Containment Act, the Chips Act, etc. When you are born without a brain there is not much one can do and the Disunited States are populated at least the Administration is by brainless morons.

    The problem in Africa is that the workers and operators are all Chinese. So again, Africans still aren't receiving full benefit. The lack of local workers means the inputs in livelihood do not make the economic inputs into the African required that can ultimately contribute to repaying those loans/investments. It's not much better w/ Americans, Europeans, IMF where terms of how African government investments in their economies are dictated from Washington, Brussells, and other capitals of the continent's former colonizers.

    Bloomberg did a story on the so called "debt trap" of the belt and road loans in Africa. Bloomberg saw no evidence of predatory loan behavior. This is much incontrast to loans especially by the IMF (IMF loans are loans of "last resort" and are always predatory. Because of this many countries are very hesitant in taking loans backed the US government.

      China government never forces countries to sign on the development projects, it is up to individual country to decide whether the project is beneficial to the country, and decides to take loan from China to implement the project, even the terms of the project can be negotiated to suit each country.
