Every auto attack from her after she activates her ultimate will count as a new check to apply the debuff until it has been applied once, so it wont refresh it once it's applied for that duration of her ultimate.
If the Defense Down II from Witch's Remains is up, she will not overwrite it as it is a stronger version of the same type.

I think I've explained in the beginning what "on a budget" means and the Thumbnail literally say "not F2p"
