There are going to be a good amount of characters who unfortunately will not become playable characters in Smash.
But it's still interesting to think about what kind of move sets these characters can have if they were playable, so that's why I'm here today.

Mistakes in the video:
-I wrote “Mear” when it should be “Mere”
-I wrote “A part” when it should be “Apart”
-I accidentally said “Perpendicular” for the Forward Air when I was supposed to say Parallel, and never caught it.
-I said that Papyrus’ Cool Dude outfit has no official color scheme when it really does. It’s shown on the Undertale Soundtrack Collector’s Edition art work.
And there are no other problems with grammar. Especially not with the title.
Joking aside, I did that un-purpose to see how many people I can mess with, as well as to see how many people actually read the description. Now I guess I get to see how many people actually read this comment or not to. ;)

Fun fact: Papyrus seemingly has gaster blasters too.
If you spare him in genocide, go to his room and check the box of bones, papyrus mentions his special attack and says "you would have been blasted to..."
That would have been his SPECIAL ATTACK!

I just found this comment a year later and I have an entire rant about papyrus that I can copy and paste so
VERY IMPORTANT FACT ABOUT UNDERTALE:
Almost all of the enemies move in some way. The enemies that move the most are the most dedicated to killing you, the ones that move the least are the least dedicated.
Papyrus doesn't move at all. He's putting in as little power as possible, which is horrifying to think about. Papyrus can somehow spell out words, create a massive motherfucking bone and choose to not kill you at a fraction of his power.
Flowey has seen every timeline, meaning he's likely seen one where papyrus uses all of his power. Imagine that bastards face watching in horror at this. That's probably why he befriended papyrus in the first place.
More proof that flowey has seen papyrus at full power is in the true pacifist ending before Asriel Dreamurr. All the characters are held in place by vines. Every character has 2 vines, except papyrus, who has FOUR.
IT TAKES DOUBLE THE AMOUNT OF VINES TO HOLD THE MOTHERFUCKING KING OF THE UNDERWORLD TO HOLD THE SPAGHETTI SKELETON.
ALSO
In every other thing that has the battle art style that papyrus is in, like the date or the trash zone, he moves. His jaw moves when he talks. This makes this whole fucking situation even more like he's holding back his true power.
Also he can literally float whenever he chooses to, has better stats than the actually motherfucking sans, and his special attack might be his own kind of gaster blaster.
Disbelief papyrus and Papyrus' Belief have probably failed to capture papyrus's true power

Palutena: Good luck hitting him. sans has powerful recovery, and is amazing at dodging attacks.
Pit: Oh! Well at least his attacks aren't very powerful.
Palutena: On the contrary. Like I said, sans only does 1 percent of damage. But his attacks come out fast, and will deal more damage for every fraction of a second you're inside of them. On top of that, his throws are super powerful.
Pit: Well, he's gonna have a bad time hitting me with that momentum.
Palutena: Actually-
Pit: Oh man...
Palutena: While it is true that he can't exactly reach you, you're gonna want to stay away from him to

I love how the characters personalities are spot on. Most content creators aren’t able to usually pull that off (even though sans and papyrus have very easy personalities to write).

I think Papyrus' final smash should've been a cinematic one. Initially he sends out the first bone pattern of the super cool regular attack, and those caught in it are subjected to the cinematic final smash.
Cinematic FS's are just... uncreative. Papyrus deserves better than just a cheap cutscene and a boosted regular attack.
And for Sans, he does the same thing, but he sends 4 bones in all directions.

I have an idea for how Sans can work independent if it was just him in Smash…
I always viewed Sans as someone who can judge the opponent. While he’s lazy, he’s smart. I think in smash, he’s aware that he’s against video game characters.
So if he was in Smash just by himself, he is simple fighting the opponent, but judging them based on their sins. How? Well I think implementing Lucarios gimmick would make sense. Except more attack damage Sans is dealt with, some of his attacks will change and more movement options are added. Like at the beginning, he might not have gaster blasters. But being dealt a certain amount of damage he will have em. His movement speed can also change, and his dodge becomes more spammable (like here) and his attitude becomes darker, which can result in a change in his taunts. Only KOs can reset it of course. But depending on the attack dealt per stock, Sans can have different victory animations. So if you KO more early, his victories are more goofy, but more later with more damage dealt, he has his dark attitude.
Maybe one consistent taunt is that he makes a pun or comment on the opponent like Snakes Codec calls or Palutenas Guidance. But if you deal him a lot of damage, he becomes more judge mental before 100 percent is reached where he begins to despise you. And since Undertale remembers, Sans can maintain that judge mental attitude even when cracking jokes.
Great moveset still. Papyrus is among my favorite Undertale characters.

Heres some new ideas;
One of Sans’ taunts make a dialogue box appear saying ‘You wanna have a bad time?’
Same with a new victory pose, a dialogue box appears saying; I told you you’d be dead where you stand
and he impales the camera or something, and you just see slight static and him staring directly in the camera
Here is just an idea that I came up with, sans could also have an ability the opposite to Asgore’s for the sake of him not being *too* OP, because he gets tired as the fight goes on, maybe the longer sans would be in play the weaker he gets because of everyone tiring him out or something like that.
Not gonna lie sans being a mii costume is perfect... he was to lazy to come him self so pap made a costume for others to wear

You don’t need strength for obvious reasons, but you need a bit of those things to survive a battle
2. Genocide
Strength and defense.
Reference to the “leveling system”, or your “love”
3. Neutral
Balanced or dip into 1 and 2
Okay, let’s explain the dip first. For the pacifist path, this is representing your first pacifist run. You don’t get a perfect ending, you will need someones help for that. Genocide, easy. If you just don’t kill everything. And, the balanced explains itself.

The fact that both sans and papyrus have unique stats but similar to Pokemon trainer on character swapping is cool! I also like the fact that both need to be defeated to earn a win, similar to the ice climbers! The fact that you implemented Sans and papyrus into the video is funny though! I honestly think sans should have a stamina bar on top of the damage number, so that the player doesn't have to guess as to how much he has till he falls asleep, but other then that, 10/10 for gameplay, design, & stats.

Half of the question is now answered
So I think 150% is a bit too low. For an average weight character they can reach around 170 before being ko’d from many moves. So I think 200% is more comfortable. It also makes it harder for someone to deliberately tank hits just to use sans as they may be KO’d 1-2 time before that hidden hp is run down
And instead of being turned to dust it will show him reaching 1 hp. So sans will instead step in to protect his brother from death. The only time it may dust him is during a final smash as that is too powerful. You get 2 minutes using sans each enemy ko taking 30 second off the timer. Once the visual timer reaches 0 you will see papyrus eat a bowl of spaghetti and regain all his hp again. He will spawn with a quarter of the % he was at when he reached critical health. And sans will step off stage when he sees his brother is ok. Ko’ing sans takes 1 minute off the timer. Sans can be used an infinite number of times per match.
Gimmick: if papyrus is dusted you use sans permanently but you only have 2 stocks. Will give another stock if you are at 1. The first time being Ko’d it will do a small cutscene and he will teleport onto a special bone platform in the center of the stage with the regular invulnerability timer. The second he just dies. If there is 2 sans’es at once on screen it will do some funny text lines. Making puns and they consider it more of a lighthearted battle. If frisk is in the battle he will make lines about a genocide run.
Oooh, this is good. Would also help balance things out even more and make the switching a lot more lighthearted than Papyrus having to die every time.
Small pitch for the Frisk dialogue: I think he could say something like "All the timelines, sometimes I hear their sorrow. It hurts knowing how many times you've ruined our lives. So that's why, when you're dead and gone, I'll destroy your SOUL. So this world can finally be laid to rest."

So apparently, sans having an identical hoodie for every day has been kinda confirmed by the fan gamer sans hoodie announcement video.
sans does not poison the player but makes it easier by making the damage he deals slowly tick down your health, this is called 'karmic retrebution', this is unless your health bar is only karma then attacks will reduce your hp. essentially if you take damage quick enough, you will basicly have 184 hp.

I would probably do it a bit different I would make it like the Pokémon trainer where they would just swap out at any time and it does break his character, but there could be some dialogue as “ don’t lay a hand on him” like if he was still trying to protect papyrus
I think a better idea for Papyrus's Up Special would be for a bone platform to appear below him, slowly moving upwards. It could either act as a regular platform for Papyrus to stand on, or it could have Papyrus automatically bound off the bone.
An extra visual detail could be that Sans' eye glows when the bone appears, indicating that he summoned it in order to help out his brother.

This may be a coincidence but I noticed that the third and fourth alternative skins at 38:10 and 38:20 respectively for Sans and Papyrus match with some of the pairs of Joy-Cons you can buy. With The third alternative skin matches the neon pink and green pair and the fourth alternative skin is similar to the neon purple and orange.
Edit: this also may be a really big stretch but the inverted alternative skin for Sans and Papyrus at 38:28 is also similar to the neon red and blue pair of Joy-Cons. (Note I'm not talking about the the ones that come with the screen too. just the pair which have the red and blue switch side compared to the full console one.)
Maybe my favorite papyrus line is his phone call where he mentions that sans just “gets across”

Based off of the replies I seen so far, i created a scripted out thingy idk how to explain:
When both of the Skelebros are defeated, Papyrus reattaches his head while Sans walks to Grillby's, Papyrus claps and cheers while sans enjoys his 50th round of "I-Lost-To-The-Player-In-Another-Video-Game-TF" ketchup :D

I like this moveset. True that it's long to explain but it makes sense. Plus, not only do we get Sans as a fighter, but we get Papyrus as well. Double whammy. Also, it actually took me about 8 rewatches before I got Sans' change in the weather joke.
