The author did the right thing changing her from male to female because complete honestly it seems like most Japanese anime have a lot of male heroes and less female characters it's time for them to actually build up more female characters and anime boys or at least have the same amount female and male protagonist in any series of anime.

The majority of female heroines are "rescue heroes" who don't fight bad guys, even ones you'd think would be more suited to combat. The Wild Wild Pussycats, for example, are mostly female and an all-rescue-hero team. If I recall correctly, every or almost every girl in Class 1-A was planning on being a rescue hero. Nejire is one of UA's Big 3, supposedly one of their most powerful students. She is also the one that does the least. Lemillion gets to be the badass de-facto leader of the big 3, Suneater gets a fight to himself, Nejire gets ONE chapter where the designated girl team fight a guy. In the big battle with Gigantomachia, she isn't even fighting, she's been assigned to fly around the city and see if anyone is injured. Midnight is the only female teacher at UA. Her one fight in the Final Exam arc is not to show how good she is as a teacher at the best hero academy in the country, but to build up Mineta, Mineta, and then in the big war with the villains, she dies! She is also the only character that matters to die. I can't find the manga page right now, but it's truly embarrassing to see the post mourning the dead and Midnight is right next to the guy with the feather headdress and everyone else is a complete nobody. She was a totally expendable character.
This show had immense thought and care put into it. I imagine every character had multiple possibilities. Tsuyu is my favorite character running neck and neck with All Might.
As a dude, she also would’ve been very similar to Toad from X men. And you know how Marvel is when it comes to copyright infringement(or at least what they think is infringement).

Like there is just Uraraka, Mina, Jiro, Hakagure, Tsu(I don't wanna get beaten up by a frog) And then Momo, And there is probably at least someone else, but I used up all my brain juice in Genshin, Meanwhile theres Kiri, Katsuki, Izuku, Tenya, Denki, Koda, Shoji, Hanta, Shoto, Mineta, Ojiro, And probably more. But you can tell which genders there are more of.
That was great decision. As a male he probably would hv been given less importance. Like Koda (who summons animals) . By being female, she gets more screentime and more to do.
Same for Toru. They originally considered that character to be a male character, as well.
