Koratala Siva (born 15 June 1975) is an Indian film director and screenwriter who works in Telugu cinema. Koratala has directed action drama films such as Mirchi (2013), Srimanthudu (2015), Janatha Garage (2016), Bharat Ane Nenu (2018) and Acharya (2022). He has received two Nandi Awards and an IIFA Utsavam Award for his directional works.
Jaya Prakash Narayana (born 14 January 1956) is an Indian liberal politician, activist and a former public administrator.[1] He is the founder and president of Lok Satta Party. He served as a Member of the Legislative Assembly from Kukatpally constituency of Andhra Pradesh in India.
He is a physician by training. He served as an officer of the Indian Administrative Service from 1980 to 1996 , later took voluntary resingation from the service and started the Loksatta Movement, which had been instrumental in bringing several important national reforms. He is also the founder and General Secretary of Foundation for Democratic Reforms(NGO), an independent public-policy think-tank and research-resource centre.
Narayana is also a political reformer and columnist. He is well known for his role in electoral reforms and the Right to Information (RTI) act. He has also written columns in Indian newspapers, such as Times of India, The Economic Times, Financial Express, The Hindu and Eenadu, and hosted television shows covering elections and politics such as "Pratidhwani", and also acts as a mentor to Vision India Foundation.

I agree with your view but i can add one more view to this.
As koratala said, keeping a separate queue can also save time of celebrities and vips who pay hefty taxes. The time of such people is very costly if you see from monetary perspective. If koratala pays 4cr tax per year its means govt earns 1.2 Re for every second from him when he works for himself whereas for a normal tax payer if we assume he pays 1lakh tax , govt earns 0.3 paisa per second.
This time is one of the reason why many politicians, administrators or celebrities are given special protocol at various places.
And I believe this will not lead to any new caste as they will be very few people in this category because tax payers in india are only 1.6% and in that the count of these celebrities will be very very low. So even with small time saved for these people govt will earn more income than of a normal individual which will be eventually used for development of the country.

When tax payers does not get the basic facilities while the tax evaders do not face any legal action, it is natural that the former set of people to get frustrated. What if that frustration grows into an anti-social movement? Do not compare societies in Pakistan or similar nations to that of India's civil society. Stability in India's civil society is not contributed by government alone, the public too has. Equilibrium is achieved when two forces exert equal force, one cannot clap with one hand.

In India the direct taxpayers are approximately 8cr and all 144cr are indirect taxpayers. An individual works super hard to level up the classes in the society. When an individual is paying 10%,20%,30% tax to the govt, it is govt responsibility to provide the benefits to the people. The govt will say we are providing roads, infrastructure, hospitals, transportation etc. but this is a benefit for all 144cr population and what made the taxpayers special in it? The govt should divide the benefits to the people based on the tax percent. What siva sir said may be not be 100% true but the highest taxpayers definitely should get the privileges in health, banking & housing loans, transportation, food, shopping etc. If govt provide the benefits to the taxpayers, then every individual will understand the importance of the tax and might act responsible towards progress. It is every one responsibility to pay the taxes to the govt and also govt should be responsible to provide the benefits for the taxpayers.

Tax payers should have privileges compared to non tax payers because it motivates other non tax payers to reach that level , second thing is it tax payers invest more in India than going to other countries for job or investments. Current government has to have number one priority to increase tax payers especially in states like Gujarat, regulate and monitor tax payments of big shots in UP , bihar, Rajasthan. I mean, he is paying tax because he is absorbing so much resources like land, capital and labour than a normal citizen.
