I think He knew Jedi would rely on their lightsaber mostly for defence. He didnt expect Cal being more '' pragmatic ''. + 95% of jedi were killed by blasters other 5% was mostly Vader or Sidious. He is a high ranking officer he could have had a modified blaster with unpredicteble firing speeds (like Boba/Jango Fett blaster). If he could land 2-3 shot normal jedi would have been killed.
I love how, without fail, everyone in an officer's uniform (be it the navy, ISB, or COMPNOR) in the Empire feels untouchable and completely superior in everything they do...until they hear Vader's name. They don't have to know how he factors in, they don't have to know what he's doing or why he's doing it, they just know they're screwed.

Why can't we get writing like this in the live actions. They have to make a joke about everything screw up scenes like this so badly. Thank god the video games still have a soul.
