I have observed that Host (brother who asks questions) is not quite responsive..!! This is disrespective!! Now I have been watching this question ans series since couple of weeks..!!
And when you fit those Ayat on Aaulia Allah ?

He is saying following (my words also included to make you understand).
1) We follow the manhaj of salaf, so we look at the ayah and for who it was revealed, the big mistake made by kharijis was that, they fitted the ayah about kuffar to the sinner muslim.
2) His repentance should be sincere, for it to be sincere following conditions are required --
a) he is feeling ashamed of what he has done
b) he has a intention in his heart that he will not do it again.
3) if after this type of tawbah, he is still falling in sin then he should look at the reason, why is he falling into it. (Leaving bad friends, avoiding living alone).
4) if this is the tawbah that he has done (i.e sincere), then Allah will accept his repentance, even if it is many many times.
5) the about which he asked, is regarding the jews who believed in some then made kufr then believed and then kufr(by denying some prophet and believing some), then even increased in kufr by denying Muhammad (peace and blessings be upon him)
6) some scholars said that this ayah is about munafiq, who are not sincere in there eman, they only believe to misguide muslims. So Allah is saying that their will not be guided to do tawbah.
