This is the early first generation RE579B. The second and third does not have the attention chime because people have been complaining it sounds too similar to the EEW. The third generation has green crystals instead of blue. I have a first generation RE579S, but the RE579S didn't have a opening chime since it's release.
This Seiko Wave Symphony re579b looks similar to Seiko Melodies in Motion QXM382BRH (2019).

You might have accidentally glitched it. Try taking out the batteries and putting them back in again.

こういう系のアンテンションチャイムはイルミナ系のものとは違い、毎正時にしか鳴りません。
中にはアンテンションチャイムの鳴らないものもあります。
