Total length at the back 26"

Waist + 1/2 waist = 28+14 = 42
Fold the fabric in two to 37". Fold it again to form a triangle.
For the waist round, 42÷4 = 10.5 mark out at the tip of the triangle.
From the tip of the triangle, measure up to the line marked at 10.5" Here it is 12.5". Mark out along the top and cut the waist.
For the length, measure out 20" from the waist and cut out.
Open the fabric, and fold in half again. Mark the centre, now mark 3" from the top and cut a curved line to the centre mark.
For the frill, open out the fabric, mark the centr, and draw a + mark. Mark 6" and make a semicircular curve and use this as a guide to keep marking 6" each time to make a spiral pattern of 6" each time. Cut it out for 49" and attach it to the hem of the skirt.
Now for the belt, double the waist round and cut the fabric. The belt can be as thick a you want. Sew the corners and invert them. Leave the centre for the waist part open. Pin and attach. Make button holes at half the waist mark on either side. Here it is 14". Make a small slit and finish it. This is used for the belt to pass through.
