I like how you try to keep it realistic despite having practically unlimited money in real life. Man City in their early oil days didn’t just go and buy the best and most expensive players, but rather made many smaller and better investments. As they became more successful they started to spend more but never really broke the 100 million ceiling before becoming a big and very successful club. This is a good example of how you should keep things realistic and I think Newcastle in real life will be adopting a similar approach.

There’s an easy way for the AI to upgrade the potential of a player which we can also understand
We would need to replace the Player Performance Tab with team belief(When belief is low players will accept transfers more frequently and ask for transfers and when belief is high players will even reject release clause bids)
Upgraded potential = Base Potential+(Average Season Rating- 5)+(Average of Morale factors)
Morale factors :
Very bad : -2
Bad : -1
Okay : 0
Good : 1
Very Good : 2
Excellent : 3
So for example:
Fabio Carvalho plays occasionally for Liverpool but whenever he does he scores game winners and makes crucial assists. Liverpool don’t win may trophies but qualify for Europe and reach a cup final. Though the media says his performances warrant a better contract he feels he is paid enough.

Belgium Pro League : 6 rated
Barcelona : 83 rated
La Liga : 8 rated
Increase in potential : ((83-75)*(8-6)/10) = (8*2/10) (16/10) = 1.6 or a 2 increase.
