- Prof. Muqtedar Khan was born in 1966 in Hyderabad Deccan, India. He is a professor in the Department of Political Science and International Relations at the University of Delaware. He is the founding director of the Islamic Studies Program there. He was a senior non-resident fellow at the Brookings Institution from 2003 to 2008. He was a senior fellow of the Institute for Social Policy and Understanding from 2011-2014 and is a senior fellow of the Center for Global Policy since 2014. He earned his Ph.D. in international relations, political philosophy and Islamic political thought from Georgetown University in May 2000.
He advocates free thinking, and says that it is the inability of Muslims to sustain a dialogue with time and text which sometimes makes Islamic teachings appear anachronistic or intolerant. He has testified at hearings hosted by the US Senate Foreign Relations Committee and the US House Armed Forces Committee. A fellow of the Institute for Social Policy and Understanding, he has been the president, vice-president and general secretary of the Association of Muslim Social Scientists. In October 2008, Khan received the Sir Syed Ahmed Khan Award for service to Islam from Aligarh Muslim University.

According to Khan, "America is without doubt one of the greatest countries in the world. Because it assumes we are moral beings and capable of doing good -- we are free. And because America assumes we are mature and capable of self governance -- we have democracy." "When I look at Islamic sources, I find in them unprecedented examples of religious tolerance and inclusiveness. They make me want to become a better person. I think the capacity to seek good and do good inheres in all of us. When we subdue this predisposition towards the good, we deny our fundamental humanity".
In a Washington Post article entitled "Islam Says Otherwise", he told Bin Laden to "go to hell". "Before we rush to condemn America we must remember that even today millions of poor and miserable people all across the world are lining up outside US embassies eager to come to America, not just to live here but to become an American. No Muslim country today, can claim that people of other nations and other faiths see it as a promise of hope, equality, dignity and prosperity." He has written, "I remember telling my wife; maybe I will be our Henry Kissinger, the first Muslim to become the Secretary of State. Then came Bin Laden and his bloody men and along with the World Trade Center, American Muslim dreams and aspirations came crashing down."
Unlike the present-day Islamists, when the prophet of Islam established the first Islamic state, actually a Jewish-Muslim federation extended to religious minorities the rights that are guaranteed to them in the Quran. It was based on the covenant of Medina, a real and actual social contract agreed upon by Muslims, Jews and others that treated them as equal citizens of Medina. They enjoyed the freedom to choose the legal system they wished to live under. Jews could live under Islamic law, or Jewish law or pre-Islamic Arab tribal traditions. There was no compulsion in religion even though Medina was an Islamic state. The difference between Medina and today's Islamic states is profound.
The state of Medina was based on a real social contract that applied divine law but only in consultation and with consent of all citizens regardless of their faith. But contemporary Islamic states apply Islamic law without consent or consultation and often through coercion. It is a sad commentary on contemporary Islamists that while democracy is a challenge to contemporary Islamic states, it was constitutive to the first Islamic state in Medina established by the Prophet of Islam.

A very sensible & close to accurate analysis by Dr Muqtdar. I think Dr Muqadar from Hyderabad India needs to move to India to fill the vacuum of Indian Muslim leadership. Your comment was really supervising as I thought Pakistanis basic reason for hating India is Hindu majority.
In India it's different in the sense that we have Muslim friends where we live together without any differentiation but like Hindu community there are several classes where Hindus and Muslims are equally backward. Muslims backwardness is basically due to fanaticism towards religion.

Prof is forward thinker when talking about India vs Pak or India with any other country, but when it comes to M in India his thinking is same as that of others. What inventions or companies or art or literature or anything of significance that these people have done? Many of the older so called Muslims were Hindus who converted to Islam under Mughal rule.
Staying with last 75 years, what have they done where collectively india can say ‘look, these people have india so much’. I can say that about Parsis, but not Muslims.

How come converts can feel superior to religion of their own forefathers . It comes from the Islamic texts which tells them that they are superior .This in real life is not true. And that makes them frustrated .

Secularism is not the concept of individual but state. A man could be religious in any secular state. As per of the concern of Asdudddin Owaishi , it's not my word but he himself call him leaders of muslims of India.

I respect you as a knowledgeable & sensible person. Next time when you discuss about Muslim & Hindu in India, I request you to collect some data about India. You must compare the parameters of the last 10 years with previous decades.
Please find out from data if there is any discrimination for Muslims in the following welfare schemes compared to hindues.
1: Educational scholarships.
2: PM housing
3: Direct payment to farmers
4. Health Insurance
5: loan for small business.
6: Welfare for girl child & women
7: Free ration to 80 creres people
Like this there are 120 welfare schemes. Till now I have not come across any complaint that somebody did not get benifit as he is Muslim.
Wherever there are protests or issues , they are either triple talak, Hijaab, and all short of demands which the Islamic countries are trying to change.

Shakil bhai, so many people, big and small, have tried a patch with India and Pakistan. But the biggest and only obstruction is Pak Army. Both BJP PMs - Vajpayi and Modi - went to Pakistan for the purpose. What happened ? Kargil and Pathankot -Uri. Until and unless Pak jarnails change their mindset, nothing will move.

And how in secular country a Muslim or Hindu leader address problems selectively . And also I would like to know what are Policy or and law enacted by the Modi government are discriminatory to Muslim ?

Before commenting on present Govt in india, 1st try to understand the mindset of indian muslims. They want to define secularism in india with dominance of muslim culture and language . When they are in minority they talk of secularism otherwise muslim state.

I am in Hyderabad for the last 66 years and since 1965, at least there were never any Hindu Muslim riots. My own Senior at the Bar was Mr Ataur Rahman. I am happy to say that I was accepted as a member of the family.

He did critize the community, instead of Shah bano he took a more recent case of triple talaq. Which i think is a good idea as only old people like me remember the Shah Bano case, so a recent example.
