For Jugram A ,it was stated the strongest Enemy Ever cause Uryu hasn't faced anyone stronger than Jugram A in the series(Uryu never Fought against Aizen).Also it was simply meant to be For Ishida but why are you assuming for everyone .For Jugram A ,he can only see future but can't alter it .Even,while using his ability "The Balance" he himself admitted that his ability is better suited for battle than A.
