That's the acetylene gas generator for the headlights. Gas headlights were common in most pre-WWI cars. You fill the lower part with calcium carbide, and the upper part with water; you open the headlights, and turn on the water, creating the gas. Then you take a match and light the headlights. Ford went over to electric headlights a year or two later.
