What was this comparison supposed to accomplish? You will never use a vector this way in a real program. And also, the synchronkzation of the Java Vector is completely unneccesary, you should have used an ArrayList instead
Vector isn't used much in Java because it is synchronized, which is often no necessary. Would have been better to use an ArrayList.

this is a useless comparison as you didn't set any optimization flags in both languages. Those can make your code 100x faster
