Cease and desist = keep digging.
I mean not always, they can be very important and can help a lot of people but they definitely are used in that sense in some situations, like this. Just in reality it's a small portion of those sent that are actually to block someone finding something bad and more to stop harassment. It's why folk filing them like this make me sick as gives the public your impression and that is dangerous
