Those "eerie" tones (before the double-tone attention signal) actually carry binary data, hence their uncanniness to the ear, but those are designed to activate (trigger the hardware to either re-transmit or alert people) *EVERYTHING* that was designed to parse those even if the sound source sits in the other corner of a room
its because i think usa is big, every state has the same tv channel, meanwhile japan is just an island with a big risk of tsunamis, the inland usa wouldve gotten a tsunami warning. thats why i think that

It's mainly meant for other TV and radio stations that are listening to the one sending the alert. the earthquake was as i remember 6 upper or 7, basically over 8.6 and it was under the sea and it made big tsunami wawes that it could hit places that was near the ocean. even though it wasnt more than 1 meter it is still considered as tsunami and not big waves.
A tsunami caused by a magnitude 8.9 (later confirmed to be 9.1) earthquake will cause a tsunami that spreads all the way across the ocean. Tsunami waves also appeared in Chile, though greatly reduced in height. In Japan, waves reached 133 feet high; in Hawaii they only reached 10 feet. And in California the tsunami was only 8 feet.
