I don't know who the "guvernors" are of World Rugby. I have tried to find their names for the past 20 plus years and asked them to explain what was wrong with the game in 1990 ( see Scotland V England as an example) when the Laws as written were refereed as written. When the ball could be "cuddled" in a tackle for up to 9 seconds and members of a ruck or maul were no longer called to account for not binding up to the armpit and tackled players were not required to roll away even though all of the above were strictly specified in the Laws, the game began its decline. I played of 19 years throughout the US and in England, and would not if I were a young man think to participate in what is now called "rugby" as the flow of the game is just so boring and repetitive. It is also designed to make size rather than agility and skill and fitness a major determinant in successful participation....so much so that top sides in Europe go looking about the globe for bigger and bigger blokes where there are not the surfeit of such at home. This is not meant for the participation of all of all sizes as it once was....
