He is being hypothetical. Once he gets in and gets more information as to why and how things happen the way they have bee doing he will disappoint that hope he is inspiring. It is not possible that people in positions of responsibility are less intelligent than those viewing from outside and giving seemingly intelligent opinions.. This is actually why the tactical Ruto with the working information he already has chose to put Mbadi where it is difficult to be so that ODM and Azimio fails to frustrate Ruto again while he figures out solutions for the country. In that case, he will be vindicating himself by proving that even an ODM member can do the "wrong" choices opposition keeps shouting about.

The idea is to have Mbadi fail practically to appreciate that others also had good intentions but there are practical bottlenecks.
