These stores could just keep boxes in a bin for customer use. They could even put a big sign up that says 'Forgot your shopping bag, don't worry we got you' or 'Free boxes for your convenience'. Simple solution that many people have been using at Aldi for decades now.

Paper bags have a far lower environmental impact than reusable canvas bags, due to manufacturing and shipping and chemical dying/bleaching of canvas.
Plastic bags actually have the lowest environmental impact of all for manufacturing and shipping, but they almost always end up as litter and they can't biodegrade. So paper is definitely better.

I live in Essex County and what I've noticed that didn't happen in SoCal is that there's no alternative offered when a person doesn't have their own bag, reusable or otherwise and worse yet, because stores aren't providing bags, apparently they've also abandoned the practice of bagging your wares causing a pile up at the register. I find that to be the most infuriating part of all of this. Save the environment but don't become completely derelict in your efficiency and in customer service. Then you have to truck them to all of the supermarkets. Then, in the rare case that people recycle them, they have to get melted down and formed into some other non recylcable object. Well in California they banned "single use" bags and charge 10 cents for thicker "reusable" plastic bags that I have never once seen be reused. So now there's more plastic being thrown away. Interestingly enough there was two measures to be decided on, one of which was the plastic bag ban and the other was to use the money generated from selling the bags for environmental purposes. I declined the bag ban and opted to go for a yes on the donation measure as a hedge. Only the bag ban was passed and I ask myself who would choose one and not the other? Californian here, and I use those 10-cent bags ALL the time when I shop. I keep them in my car. When I bring them inside with items I’ve purchased, I unpack the bag(s) and hang them on a hook by the door to remind me to take them and put them in the car next time I’m out. Occasionally, I forget to bring them into the store with me before shopping. I either go back to the car to grab them or I decide to spend another dime or two on new bags when I check out. And sometimes I just take the cart of purchased but . un-bagged items to my car and put the items in bags then. All depends on what I’m buying, quantity of items, etc. I think MOST folks in California do the same now. The change took some getting used to, but that’s the great thing about being human: we are able to adapt.

Bans on t-shirt bags are at best a "feel good" measure - the reusable bags are just as big a drain on the environment as they use MORE resources to produce and have limited lifespan. I have foldable box totes that are much more durable and useful, but few stores have these.

The price of plastic bags is far less than the price of cloth.
Nobody is giving you anything. If they "gave" out those bags they would just charge more for everything in the store.
Running a business isn't a charity or some fantasy world.
They're doing it because the people of New Jersey voted for people that made this the law. That's why they're doing it.
To think that a business should just eat the cost and give out free cloth bags because the government made a law,. And not doing so shows all they care about is saving money... And in reaction to this you hope people STEAL more property from these businesses... Shows how deplorable you truly are.

Just remove the handbaskets for a few months until people become accustomed to bringing their bags with them. It takes a while (I frequently forgot mine in my car), but I prefer the larger personal bags - fewer bags to carry, they don't rip apart. I found it helped to write a reminder on my shopping list and put them on the passenger seat when I went to the store.
