If the city wants a all Tone only option they should replace the entire system with Vortexes and the Alert Signal should be standard across all States for Tornado Warnings east of the Rockies Attack should only be used for Enemy or Nuclear Attack not Tornado Warnings for those who might be moving to Texas from a state that uses the Alert Signal primarily for them and hearing Attack would be confusing for them
