That's fair enough, except the memory shards need to be contacted to get up-to-date memories. Taavros remembered Zorai's resting place explicitly, but was given an artifact that can't have gone with her (or it would never have been found to give to him.) Thus, Zorai didn't touch the artifact after getting to that room before dying, so it can't be solely the artifact's effects. Possible relationship with the Angaran bioelectric field? Some kind of supra-storage beyond the Angaran bodies themselves, possibly tied up somewhere in Meridian or other Remnant tech? Lots of fun speculation, given the knowledge that they're an engineered species.
I was thinking that there could also be some form of Genetic Memory in it as well, Individual memories being encoded into DNA and passed on to their descendants.

Javik's sensory ability struck me as a bit of a deus ex machina. Bioware didn't want to waste time explaining how he could communicate with everyone and on bringing him up to speed over the events of the last two games so "surprise, he can sense everything". It's also silly that this ability almost never comes up again. Like he never otherwise uses it in the game, or in combat. Shepard's never like "Javik, sense your surroundings to figure out if an ambush is imminent" or anything like that. It's just kind of a wasted opportunity in my honest opinion.
