About the Seversk direction: it's obviously closer to your 2nd explanation. Ukraine didn't stop anything, nor can it really. Russia stops on its own each time it makes an advance towards new fortified lines. Which makes perfect sense.

Of course it does, the momentum was always on Russia after Bakhmut, they haven't lost anything big to break that momentum. Seriously UA has no men to cover all fronts, they had enough to push inside Kharkiv, meaning they must have redirected from other fronts. Can't be the new conscripts, can't be NATO tech, too close to Russia for Russia just allow it to happen. So, Russia stopped on their own, the only thing left that they have done so repeatedly.
