Florida deputy’s conduct shows divide between law enforcement and the public

  • George Floyd's death in 2020 ushered in a new era of calls for law enforcement transparency, equity, and accountability. Nearly four years later, that spotlight remains as the public questions the actions of police sworn to protect and serve. As agencies work to maintain or rebuild trust, concerns from the community about a deputy within the Hillsborough County Sheriff's Office first came to the I-Team more than a year ago, involving a use of force incident. This year, the I-Team received a new tip about concerns surrounding a deputy's Facebook post and what a community activist described as its racial undertones. Both involved the same deputy - Sean Bush.

    As a military veteran and military police officer. I have completely lost trust in every law enforcement agency. In the military, I swore an oath uphold the constitution and protect and serve. But across the country, it's evident the law enforcement agencies for local law enforcement to the 3 letters agency are not here to protect and serve the citizens, they're here to police and arrest the citizens by any means necessary.

    While this story is almost a fluff piece, it does cover some issues in Florida. There are thousands of hours of activists recording law enforcement misconduct (proven), body and dash camera, and private citizen/business security footage where a citizen was arrested and the charges later dropped, abuse of children by law enforcement, abuse of black men and women, and abuse of the elderly. We can watch hours upon hours ad nausea of law enforcement who lie under oath during depositions, on the witness stand, and making false statements on official reports. We see DAs refuse to prosecute law enforcement for perjury or filing false reports. We witness law enforcement, during depositions, demonstrate an aggressive ignorance of even the most basic local, state, and federal laws. We witnessed the state legislative and executive branches do everything in their power to limit transparency; policies that make FOIA requests financially out of reach of citizens, limit recording interactions with law enforcement, cap non-medical judgements awarded to victims and their families and pass laws that are purposefully ambiguous as to provide an accountability out for law enforcement agents. We witness law enforcement lie constantly in the course of their duties, use pretextual stops to harass citizens, and even go so far as to place truthfulness disclaimers on some of their official documents. We witness the heads of law enforcement agencies (or their PIO) lie during press conferences or use the press conference to lay the groundwork to CYA for illegal activity. We see law enforcement agents access the DAVID system where there is no investigation. Lastly, we see over and over again where agencies investigate themselves and typically find no wrongdoing even in the presence of overwhelming evidence to the contrary. So your reports, to be perfectly frank, have not even scratched the surface of this topic.

If a poll were taken of officers nationwide, 90 percent of them wouldn't' know the citizen's rights that are afforded every citizen under the Constitution of the United States of America and it's Amendments!     HCSO has a policy that internal investigations marked "Unfounded" do not get listed on a deputy's personnel file. That policy was created in 2017. If a public record request for those unfounded complaints against deputies is done, they won't show up. They just disappear. How do I know? It happened to me April 2023, following a car accident. Chad is running 2 sets of books. This way, he can say there were no complaints. I have the receipts. One was a first amendment violation, the other deputy, along with the road ranger, left my daughter and I stranded on I 75. They were both deemed unfounded and covered up by their sergeant. I have that record, too.

    Any Sheriff that ignores and tolerates this "pattern" of "piss poor" decision making and excessive force and abuse of citizens, as well as violations against the training protocals related to Use of Force must resign in disgrace. The crime problem in Tampa is bad enough , the disconnect between the police and public is at the highest levels ever, A new leadership rank structure needs to be implemented and the current sheriff should start cleaning out his office today.     Keep this in mind:
    Even if a cop is order to participate in remedial training… IT IS PAID!
    So is it a punishment? He receives the same wage to go to a class, sit in a safe comfy chair and drink coffee, same wage to patrol the ‘dangerous’ streets.
    Plus let’s say it’s a rainy crap day, that class sounds pretty attractive.
    IA is a joke. Police cannot police other police. The element of bias has to be considered. Cop A investigates cop B, but next month it could be cop B investigating cop A, so they never go against each other.
    But even more basic, say the IA cop is hoping for a raise. If he finds the bad cop guilty, that means the department is liable. If the department pays out, it’d be real hard to justify anyone getting raises.

      HE should have sued and won. I don't think it had anything to do with HIM claiming HE's trans, but the cop was way too aggressive. I watched the entire bodycam video and even though Mr. DeLeon was extremely irritating and erratic, there're de-escalation techniques that are at least supposed to be attempted. I hope Mr. DeLeon wins an enormous lawsuit.

    Training schools teach the new recruits not the law, but that they are protected by qualified immunity along with judicial immunity for prosecutors and judges. Abolish Qualified Immunity, Abolish Terry v. Ohio..... removing civilian review is a DUMB idea...no more taxes to LE.

    EVERY police officer complaint needs to be reviewed by a panel from a COUNTY NOT IN THE JURIS of the officer involved. The Panel should be composed of a police academy trainer, at least 1 active police officer who has at least 10 years and no adverse action against him, , one attorney who has sued police departments and won, and four citizens impaneled by the grand jury process, the attorney on the board to challenge in Voir Dire. This panel should have the right to REVOKE immunity, to recommend official department action up to termination and to refer to prosecutors. Literally EVERY complaint should pass by this board. EVERY COMPLAINT. The panel should also be allowed to give guidance to the prosecutor to amend or dismiss charges against any person whose rights were violated, and the panel's report given in evidence.
    The choking is enough to fire him outright. The citizen then has the right to defend themselves and react in fear and defense of attempted murder by an officer under color of authority. The charges of resisting are fraud and a crime by the officer. In Texas, a citizen witness could have LEGALLY shot and killed this officer for the attempted murder under color of authority and had ZERO repercussion. . This cop belongs in PRISON.

    Investigations and complaints against police should be handled by an outside party. People should not be fearful about filing complaints against police officers, and they should be able to remain anonymous during that investigation. Too many people are afraid of being targeted because of a complaint they filed, so there are many incidents that are never even reported.

    All a cop has to say is "stop resisting" and any use, no matter how excessive or unwarranted, is justified. It's their legal defense and they're trained to say it ever since bodycams became the standard. As long as they say stop resisting, they can argue the person was resisting and force was necessary, and they're using their training. Just doing their jobs. And that makes it therefore legal.

    Law enforcement as a whole needs to be Restructured. Higher education requirements (A 2.0 GPA, well below the average, and 16 weeks of training is all you need to be a police officer in most states. The government has actually passed rulings that law enforcement can deny somebody for being to smart, the national average IQ score for police nationally was 21 to 22, the equivalent of a 104 IQ). Medical evaluation for Health and Steroid usage (steroids are known to increase irritability, anxiety and aggression and cause mood swings, with symptoms of paranoia and lack of emotion), psychological evaluations annually, and Term limited Civilian Oversight board.

    The reason why these guys and sometimes ladies are allowed to stay in law enforcement is that it is very expensive to find and train someone to be competent enough to know basic law enforcement.     De’Santis is not for all people‼️ Signing to strip county review boards showing how much he cares about what people in his State thinks or has to say. Hopefully he’s voted out and the new Governor will overturn it or someone will file a lawsuit against him for stripping the rights of the people

    Unfortunately we live in in America where civilians are held to a higher standard and accountability than our own public officials police officers and so on they could justify their unlawful actions in tyranny but we have to pay the ultimate price and go to jail for our crimes
