I just changed mine for the first time new boat to me shouldn’t the motor be level my 250 v max held exactly 1 quart at level trim ?

Well, you need to tilt it to let it drain. A quart sounds about right

You know you needed to put the lower unit down in a level position!

Just one error... I was always told by pros to move your motor DOWN to the normal operating position (Vertical) to ensure you get a Full fill level. Angled up can leave it a little low on lube.
