Yes, it is possible and that's what we did.
From Munich (Germany) / Salzburg (Austria), you can take train and/or bus to Berchtesgaden Hbf.
There are many hotels just few steps away from Berchtesgaden Hbf.
Those hotels provide the free/discounted pass for the buses which takes you to the various attractions in the park.
All this done in 1 day?
