Photoshop Paint Over Photo Evening Skyscraper of Menara Merdeka Digital Painting Timelapse

It had been a long time since I paint over photo. So I took a photo of menara merdeka 118, Malaysia yesterday. And import it into Photoshop for paint over trying to achieve an anime style background art. Since the original colors from the photo are quite ok, so I didnt do any color grading. Mostly just repainting the sky and cloud.

Sorry, but I didnt understan the blur effect you mention. If you meant the bokeh blur effect, It can be done with Blender 3d or After Effects
