Yeah, basically, if you want to DMCA someone, you need to verify your phone number and ID. However, I think restricting it to users 17 and older is a terrible idea. As a young creator myself (13 years old, to be exact), my stuff has been stolen numerous times. With the DMCA system, I was able to take them down. Restricting it to users 17 and older would prevent me from taking down copies of my hard work.

Roblox games can't do anything to your account. I'm a Roblox developer (Professional programmer to be exact) and there's no code to make your Roblox account in danger or anything. The only things I can come up with are spam badges and fake pop-us. Other from that, Roblox games can't do anything.
