    Life is hard. Working an at or below poverty job is rough. Commiting crime and getting a slap on the wrist is easier then that low end work. Increase the penalties to deter more people from commiting crime. Low penalties make the crime worth the risk. Take speeding for instance. Pretty sure almost everyone reading this has driven 10mph over the speed limit at some point in time. Oh sure its not riskless you get a small fine maybe some points maybe your insurance goes up, but its a risk you where willing to take. Now imagine the penalty was your car impounded and auctioned off. Think you would find most people driving 5 under then.
