So I better theorize this one hehe. In my opinion, the Broadcast-813 was aired after The Great Northeastern Blackout of 2003, because right when Broadcast-813 was released in 2003 well that was the time PHEN-228 came to traumatize and paralyze them, PHEN-228's real name was possibly was this person named Mutsushiro Watanabe or called The Bird since the past, he probably got boiled alive and became the red-melted-faced-tall-boy. And Zamperini was a victim to this incident or it's not an incident idk. Watanabe tortured many people, and plus he's the part of PoW (Prisoners of War). So, it's maybe his time having revenge or to torture people bc he wants to.

So he might be Mutsushiro Watanabe in the past and then died, and PHEN-228 is his spirit.
