    If there’s ever been a franchise that has changed dramatically over its run, arguably no series is as varied as Final Fantasy. Final Fantasy came during a time where Squaresoft was about to go out of business, hence the name “Final Fantasy”. But now it’s grown into a massive series with fifteen main series games, a new one on the horizon, and two different characters in Super Smash Bros Ultimate. And one thing that Final Fantasy is well known for is its villains. But who is the most evil?

    I'm sorry, but Kefka literally poisoned an entire kingdom's water supply killing both the defenders and the prisoners. He was literally insane and had no other motivation than to watch the world burn, which he achieved. For me it's Kefka 1st.

      He is for everyone. Both his Top 1 and Top 2 are not evil given their storyline. Kefka however is designed to be evil. He has no higher reason for any of the killing he does other than doing it for shit and giggles. The worshipper part is also false as Kefka kills everyone. Friends and Foes alike.

      I feel like Ardyn is just an imitation of Kefka but with a reason to be evil, Kefka just finds it fun

      My thoughts exactly. Honestly, the second I saw how low Kefka ranked here, I skipped to the end expecting, you guessed it, Sephiroth being number 1 because fanboys. Here's the thing, Kefka didn't give a fuck who or what he destroyed to get things done. He literally moved the warring triad out of balance which, as the story goes, completely destroyed the world as we knew it. And let's not forget the kill count here. Say that doesn't matter all day, but no one's kill count is higher than his. He brought far more despair than Sephiroth could ever dream to. Hell, I never played FF13 because...come on. But after hearing the orphan tortures, heals, then tortures people again, that's more evil than Sephiroth even. This list was a bit disappointing lol

      Totally! There is a zero % chance of Kefka not being number one on this list, unless you have no understanding of what he actually did. Even his lesser evils like poisoning the water supply of a sieged castle are more evil than most on this list. Plus, he did all of this while laughing.

      Yup Kefka did both. Not only that reveled in the chaos he made, enslaved the main character (Terra/Tina) for who knows how many years before the beginning of his game, not to mention all the atrocities he did in the game.

      He also kept part of the world alive to literally make it continue to suffer. Essentially, he remade the world into a place where everyone suffered so he could bask in their pain. Easily the most evil. Sephiroth killed a love interest and a few other people, but ultimately failed. Kefka actually WON.

    Kuja partly redeemed himself in the end saving us from necron. Kefka doesn't have a single redeemable part to his character.

      Well Kuja did kill a whole Dimension of his own people over Kefka killing half the world
      But Kefka should have been number one because he was evil with no Direction just killing and had no remorse
      Ultmecia should be way higher too
      She killed damn near if not all of everybody in her timeline than killed more ppl under Adel and Eden
      Ex Death should be higher too
      I think ol dude need relook up the action of what true evil really is

    It's funny that Sephiroth is so high on the list yet others that have similar motives and prove to be less cunning/evil than most of this list, yet ends up being number one. Sounds like favoritism over factual choice.

      @@The_Rage_Kage This is an ENORMOUS fact people tend to forget and also forget that it was retconned too later on. And ridiculously so too. Like they decided to change it to the fact that he forced Jenova to revive him to make it seem like he was in control the whole time? It's obnoxious but even then, that just underpowers him, making it sound like he would be nothing without Jenova EITHER WAY. Point is Sephiroth is actually a better character in CC than in OG 7, and 7R Seph may be even better too, since OG 7 had no real interactions with you since it was all Jenova anyway

      @@The_Rage_Kage Sephiroth was manipulated by Jenova, and Jenova has even usurped his identity and acted as him (like Aerith's death, that was Jenova, not Sephiroth). You look at Crisis Core and Before Crisis, you'll find prior to Jenova's hold, he was a pretty decent young man who only sought to be his best and serve well as a SOLDIER.
      A whole lot of these other villains committed their crimes on their own volition, and weren't manipulated into doing so.

      In the Japanese versions of the game, Jenova was always clearly the puppeteer. But the US versions, its made vague and conflicting information is given, as the original US translation made it as if Sephiroth was the mastermind, and he most definitely was not (and is not). Other games and material will also substantiate Sephiroth being Jenova's puppet.

    You forgot one villain. Not that he would even make the top ten, but its Seymour Guado of the Guado Tribe from the FFX. After going on a pilgrimage with his summoner mother to stop Sin, lost her, and endured ridicule for being half Guado and human, he wanted to stop the cycle of death in Spira by becoming Sin and destroying the world. In his bid to do so, he kills his father Jyscal Guado for the throne of Guadosalam and becomes the youngest maester of the Yevon clergy, stages an fiend attack in Luca's blitzball arena that he stops with his aeon mother, Anima, forcefully marries Yuna for political reasons(and the fact he was physically attracted to her) after the previous attempt failed and branded her guardians as traitors to Yevon, had them imprisoned, committed a hate crime by attacking the racially prejudized Al Bhed, killed a fellow maester that was spying on him, committed genocide against all the Ronso tribe except for Kimahri and the Ronso Fangs blitzball team, threw the organized church into disarray with all those actions as a result, and was kept from being sent to the Farplain every time he was killed by the main cast. When he gets absorbed by Sin, he retains his consciousness and plans to control Sin from within. The party defeats him and finally sends him before that could happen. He might have one of the lowest kill counts in the history of FF villains, but his choices were conscious and he came close to succeeding despite his setbacks.

    I personally think Kefka should have easily been #1. Out of all the villains he seems to take the most pleasure out the suffering of others.
    The other villains committed evil deeds because of power, possessed or had a deranged idea they were doing something good. While they commited evil acts it was a means to an end. Kefka simply enjoyed it.

      Kefka probably got put back a bit due to his evil being the result of an experiment messing with his brain, raising the question as to how bad he really would've been ohterwise. I think Kefka's one of the top tier antagonist, but on a "most evil scale," his position would indeed be a bit muddy due to the fact that the colossal asshole we see through VI isn't even really how he's supposed to be.

      While it's understandable how Sephiroth can be perceived as sympathetic to an extent when taking into account the compilation making it so he was a relatively better guy before his fall, the original game painted him as a colder figure (which Tifa herself pointed out when explaining how she felt when meeting him for the first time) who had some underlying superiority complex issues stemming from the belief he had growing up that he had a special existence.
      When he found out his gifts were the product of an experiment, that's what initially tore him up before he wound up latching onto the "I am an Ancient who was chosen by the Planet to rule" narrative (and later wanting to become a god by harming the Planet after learning the truth about Jenova during his time within the Lifestream). As such, I don't quite think he was all that sympathetic when looking at the original game in a vacuum, and that his evil can't entirely be pinned on external reasons (beyond Shinra allowing him to grow up thinking that way).

I mean after all the things his terrible father Hojo did to him. And either way I still think Kefka is worse than Sephiroth. Sure, Sephiroth is very evil but Kefka is a complete psychopath, Sephiroth is more of a sociopath. And I don’t really find Kefka tragic

    Everybody saying kefka should be first really underestimates the emperor of final fantasy 2. While his destruction isn't as far-spread as kefka's, he did everything without the excuse of being mentally broken. The man was evil through and through and even when he died, his soul was split in two. His "good" half became Emperor of heaven and his "evil" half became emperor of hell. He literally dethroned both heaven and hell and took control. I would say that Kefka and the Emperor are about equally evil. But either way, I think we can all agree that sephiroth doesn't even make top 3.

      This list is all wack. In what world is Kefka anything less than #1? Destroys the entire planet and laughs about it. Becomes a god so that he can torture people and destroy cities when he feels like it, then wants to destroy life entirely simple because he wants to. You don't get more evil that that.. you just don't. Doesn't matter why you are that way. No morals, no real reasoning, just being evil for the sake of feeling like doing it. Kefka is absolutely #1 and it's not even close.

      His intentions were in the right direction and he is the product of racism in Spira and his mother making fucked up decisions deciding to kill herself and become his aeon so he could use her to defeat sin to get respect for him knowing full fucking well if he defeated Sin with her he would die immediately and become the new Sin. His mother is to blame for this. Him and Tidus have that in common absent minded mothers who don't make sense and hurt their kids unintentionally

      he was an outcast first. everyone hated him, including his father. Only his mother stayed loyal to him. he even tried to kill SIN as a child, while hated by everyone - just because he was half-guado, half-human - a victim of unjustified racism.
      he was driven mad of course when his mother sacrificed herself to aid him. he was all alone in this world since that moment. alone in a world which wanted him banished for no reason.

    I was going go come to here to point out that this list is definitely biased towards the creator's favorite games, because kefka is clearly number 1 and sephiroth, while a fantastic villain isn't even number 2 based on your own criteria. But I when I opened the comments I saw that everyone else was already arguing that kefka is the right answer for number one, so I'm glad I'm not alone. Lol

    This video gave me an instant opinion and when I looked at the comments I was pleased to see that so many others agreed. Kefka is by far the most evil villain of Final Fantasy. All the other villains had reasons for what they did. Be it desire for power or just to destroy the world to end all existence. Kefka delighted in inflicting suffering and doing evil, just for the sake of evil. He had no motive other than his own amusement.

    I'm not the BEST on final fantasy lore but man, Hojo (father of Sephiroth) can have a place on the list, didn't he, at some point, tried to fire the equivalent of a nuke at his son? And manipulated said son to think his mother was Jenova driving Sephiroth crazy in the first place... oh, and the obvious SOLDIER experiment on his own child.

    The moment I saw Kuja was over Kefka and Bhunivelze I had to rank this list as based.
    Kuja, Kefka, and Sephiroth were essentially the same trope.
    They were all created beings.
    With Sephiroth going mad once he learned what he was.
    Even then he was guided and manipulated by Jenova.
    Kefka was literally as evil as they came.
    He knew he was mad, he knew what made him but he willingly WANTED to see the world burn.
    He literally destroyed worlds (pural) just for the hell of it.
    He killed ALL of the Espers, bathed the broken world in monsters, and loved the chaos and carnage.
    Sephiroth was by far not the most evil.
    Not by a long shot.
    If anything Hojo was the true villian of FF7.
    But hey....can't risk enraging the FF7 fans.
    Hell, I'd put Bhunivelze and Caius over Sephiroth. As they literally wanted (of their own free will) to put an end to all of existence/time. Like....uh....that's pretty heavy shit there.

      You could even go as far as saying Sephiroth wasn't even active for most of FF7. The detail that gets lost ALOT is that its Jenova that doing alot of the moving and shaking of things in FF7 and by extension as you said Hojo. Sephiroth just happens to be the face of it all, but he really isn't the most active in his own game.

      Exactly, his reasons don't even add up in comparison to Kefka, Ardyn, Bhunivelze and Exdeath. Hell even the emperor is more evil than Sephiroth, the man killed both God and Satan ruling over both heaven and hell while he no doubt would have burnt the world to the ground if anyone defied his authority.

      @@shindoko to be fair though, we can't go off of suppositions alone. Ultimecia literally erased all but 6 people excluding herself, and if a party member dies during the fight she erases them too 😂. It could literally come down to her and just 1 person in the entire universe. She really won, but was trying to get rid of the heroes before she started reshaping things. Besides, she was gonna torture people anyway in her new world, persecuting everyone that had once persecuted her. If you're wondering why things go back to normal after beating her, it's because she sets up a garland style time loop so she can try again, but squall sets up SeeD so they can stop her. If it wasn't for the "rule" that she had to pass on her powers before dying, she could've left everything erased and in darkness.

      So they created a time loop ok but she at least has the reason of persecution and when she dies until the loop gets to that where she started it things are fairly normal
      Kefka when he dies the world gets even worse then before his death because all espers die with him as well as all magic

      @@janhoorne6002 Ultimecia has a far less death count than kefka, and her goal isn't destruction but survival. She lives in a universe where sorceresses are hunted, either for fear or for power.
      The game unfortunately doesn't tell much in the main story, so you have to go through text and sidequests for it, but when Hyne split his power up, sorceresses were hunted believing they were hoarding his magic that hyne promised man. It was only later that it seems these hunts were put on hold and there's a line about Adel being so strong that nobody'd hunt her, but whether this is what stopped the hunt for Hyne's power or not seems unlikely that everything in history changes so close to the game start. More than likely, other sorceresses started fighting back and people learned to fear magic when it is actually used.
      but Ultimecia herself mocks the people while mentioning that they'd be celebrating the one they'd persecute and hunt (language depending) which suggests targetting sorceresses would continue in the future. Then there's Odine's speech which on the nose explains a motivation for time compression is to be strong enough to be the only one who could survive. Speculation about either the fact the world would be so harsh that it would hurt nonsorceresses so that only a sorceress could be strong enough to live, or what I think might have been intended before the 8>4 disc pruning of storyline is that she wanted to absorb the power of sorceresses throughout time but to do that, the sorceresses would need to be brought to her in the future.
      Nothing she did was out of pleasure or desire to rule. Everything came at an end goal of getting that power to survive. She did make some ruthless orders, and caused the deaths of Trabia Garden, but to her mind, these are the same people who'd attack her in the future.
      Which would beg the question if she would have committed any of these acts if her life was never threatened.

      Gonna be honest here.... Sephiroth wasn't even that bad. He was being controlled by the will of Jenova so it should technically be Jenova in his place. As for actual placement, I cannot say due to 7 and 7R being my only FF games played

    Umm Ultimecia completely destroyed the world in the future. Her castle was pretty much all that was left. Just because she didn't kill much in Squalls time doesn't mean we can ignore that. She's way more evil than a lot of these guys. And sephiroth isn't really bad at all compared to half of these characters, the logic here is flawed.

      As a Sephiroth fan, I agree completely. I also appreciate that you say this without necessarily bashing ff7, sephiroth, or any of their fans, like everyone else in the comments seem to be doing. I agree that Kefka is probably most evil for sure, but everytime Sephiroth one ups Kefka in any way, the FF6 fanatics lose their shit. Again, they're not wrong, kefka definitely is more deserving of a higher rank, and sephiroth lower, but the ff7 hatedom can get real toxic sometimes, so it's nice to see someone saying the truth, but not be a dick about it neither.     Kefka is a monster. Like, no other villain gets off on torture and suffering as much as Kefka. Sephiroth's brand of evil is malicious selfishness, he may not care about who he hurts in the process, but outside of burning down Cloud's hometown he rarely indulges in human atrocities like that. Kefka gleefully murders, happily poisons, joyfully razes the word.

If one thinks he does his evil by compulsion, instead of conscious choice, it is possible to make the argument. I wouldn't in the specific instance, but it COULD be done.       Why Kuja? At the end he was remorseful.... he even saved Zidane. Ya he might of done some horrific stuff throughout the game but he regretted it all. An evil being doesn't feel remorse. Compared to Kefka and Mateus whose probably only regrets were that they couldn't cause more suffering...Kuja is mildly evil.

      @@MrOrzeker sure but this list is about most evil...not kill count. They dont always go hand in hand. Intent and motive determine how evil the character is. For instance look at Kefka. He causes suffering and death simply for his own pleasure. He didnt want to rule the world. He just wanted to bring about destruction. FYI I thought this list was crap.
      At the end of FF9 if Kuja lived he probably wouldn't be a bad guy anymore as he saves Zidane and party and seems remorseful. That's not really the actions of an evil person but if a person on the road to redemption.
      At the end of ff7 Sephiroth still wants to kill the planet as he tries again in Advent children and possibly a third time in the remake. Despite having a very low kill count his determination and yearning for the death of everyone on the planet is unwavering. As for Jenovah, it is hard to say who is the real bad guy in that game. It is very ambiguous but nonetheless whether that character is Sephiroth or Jenovah in Sephiroth's body...it has evil intent through and through.

      Alot of people miss understand the Cloud of Darkness
      The Cloud of Darkness or Cloud of Lightness should be on the same level as Exdeath seeing as they are a shapeless Eternal Entity that lives between Light and Dark itself aka the Void it sleeps within there waiting to break free when there is a imbalance between Light and Dark and wants to Flood the World/Universe with either Light or Dark completely so there will be nothing but Light or Darkness like space minus the Planets or Dust so it becomes a new Void. now this being has no real form and took on the look of a women because the warriors of Light are Orphans and have Lacked that Motherly connection and this was also used as away to show power over the warriors kinda like a Mom scolding her kids i like to think the Cloud of Darkness looks like Nina from Ur. calling itself the Emissary of the Void it took the Warriors of Dark and the Warriors of Light and Great Mages to stop this evil entity from covering all existance with nothingness just read what it has to say 7:56 in short the Cloud of Darkness wants more then just dropping land mass they want to engulf everything in nothingness but itself so it should be ranked just under Exdeath on this list

    While all of these villains were evil/insane humans, or mindless/immoral forces of nature, Ex-Death was the only one who was 100% evil to his very core. He is literally the merging of thousand of demons within a tree. There is nothing good inside of him, and never was. He is just a bunch of evil creatures mashed together.

    Oh man, you know so little about Sin from FF X. There's a section halfway into the story where the crew falls through the breaking ice and lands on the back of Sin. Jecht as Sin watches over Tidus and protects him until he becomes powerful enough to end the dream of the fayth and restore peace in Spira. It's even clear that Sin is mesmerized by the Hymn that people sing.
    It seems like you're confusing Sin and Yu Yevon to the extent where you think Yu Yevon's seemingly-erratic and instinctual behavior is also reflected entirely in Sin's actions. But Jecht knows exactly what he's doing, so does Auron. It's a plot between two old friends who want to redeem their own actions.
    I don't disagree with your ranking, all I'm saying is that you really misunderstood the nature of the FF X villain.

      Yes and no. In given time the Aeon becomes Sin completely and has no longer control nor any consciousness remaining. Jecht states this to Tidus.

      Calling Sin instinctual while he in fact saved the entire crew in Macalania is kind of short-sighted.

He said the summoner who defeats Sin becomes it, rather than the person who became the Final Summon becoming Sin (Jecht, in FFX). Anyway, it’s clear this person just wanted to jump on a click bait subject and get views rather than create anything of actual quality.

    Not bad, but I think the most controversial placements here are...
    1) Kuja is way too high. He stirs a LOT of crap, but ultimately shows remorse for his actions in the final hour. And, in a weird, in-universe way, you can _kind of_ understand his behaviour. Performing his (admittedly grim) purpose, rebelling against his puppet master, having an intense emotional reaction to his mortality, regreting it and saving his only family.
    2) Possibly Ardyn too high, but XV's weird story makes him...sympathetic? Like. I dunno. If I was Ardyn I'd be a bit pissed at the world too. But we're supposed to root for the descendant of the asshole. Silly royal ancestor stuff...I guess he is evil though. Eh.
    3) Sephiroth too high. It might be foolish to dismiss his placement just for being the most iconic, yet while he is an evil bastard I don't know if he should be above Kefka at the very least. Still, it's hard to really get onboard with his "madness", like...I find it hard to believe that acruing the knowledge of the lifestream as he does he wouldn't realise he's a complete buffoon and not actually a Cetra. Not that he wouldn't have a grudge still. He's a bastard but his father is moreso. He does get bonus points for his intense psychological manipulation though.
    4) Kefka should be #1. Complete nihilist who kills for fun. Not a shred of redemption. There IS the skimmed fact that "he went mad from magitek experiments", a missable footnote of information in 1 sentence from an innocuous NPC. Even still, it's just not even remotely explored, or enough of a counter point to his pure nihilistic sadism.
    Also I see some people suggesting Caius should be higher. I think it depends how much you separate "evil" from being understandable why they'd act that way. Again, Kuja, he causes so much destruction yet through the lens of the story it kind of makes sense why he would do that. Same with Caius. While Caius arguably _accomplishes_ more suffering on the world, can you really call him more strictly "evil" than say, Kefka, or Emperor Palamecia? At least Caius has some tangibly noble intentions, which in my opinion should be a point against him on the evil scale (but should absolutely be a point FOR him on a "best villains" list!)

      This guy has to be a 7 fanboy, Sephiroth did everything to become a God and because he believed since he was created from Jenova's cells he had to follow in her footsteps. Kefka and Ardyn not only win in their games but have a higher kill count and did it out of enjoyment and spite of the world. The way Kefka killed General Leo was far more disrespectful and vile than any death Sephiroth did.

    I'm bias but Ultimecia should be much higher on the list. Not only did she do some pretty horrible things on screen but her goal was literally time Compression. This would've destroyed not only the world but ridding the entire universe of life. As stated in the game only she could exist in a place where time Compression is complete. No other villain fully completed their goals so IMO her vision was more evil and vile than anyone else on this list and her goal reached much farther than any person, kingdom, or planet. Dhe also had to posess children to do it So there is that. Her motivation isn't super clear either she was either insane or she's been hurt and broken enough to try and achieve time Compression. Either of those reasons makes her a cruel and vile villain. IMO she's like sepheroth and kefka combined and then on steroids. She's my perfect villain.

    I'm sorry, but evil is apparently very misunderstood here.
    1. Evil is not necessarily rated on a body count. If thousands die to save millions, that's considered an immoral and ruthless sacrifice but not outright evil.
    If just one man is murdered in cold blood, just because they bother you, that is genuine evil.
    2. Anyone who is actually sick or crazy, is not so much evil as they are victims of their broken psyche. They carry evil and let it out, and they are scary too, but making the conscious decision to do evil is worse than having an uncontrollable sick urge to do evil deeds.
    Lastly, success rate doesn't make evil either. Will and intend do tho.
    A bus driver can lose Controll of his vehicle, and accidentally cause the death of close to a hundred people. He isn't considered evil, at worst incompetent. Any murderer with a gun could be caught befor he manages to land a single deadly shot, he is still evil tho, despite his inability.
    You should reconsider your list.

    As much as I love Sephy's story, Kefka is the most evil vicious ever created. At least Sephiroth was doing it in the name of the Cetra. Kefka did it for his own personal ambitions to become a bonafide God - or at the very least be feared like one. Not only did he commit genocide in wiping out an entire kingdom, randomly fired beams of death across the entire planet (his body count will never be fully known), and killed off the Espers to use their magicite, but unlike most villains, he actually WON. "Life, dreams, hope. Where did these things come from and where are they headed? These things...I am going to destroy!"

    How the hell did any of them beat the demented clown that was going to destroy literally everything to create a monument to non-existentance? Poisoned a city's water supply to hear them scream, including his own men, killed both the emperor and a fellow general, killed countless espers and people, brought the world to ruins, keeping people around to destroy as he pleased. The bastard took pleasure in every single thing he did to the people around him, hell one if his first acts is burning a city his empire is allied with because he was lied to. Orders his men to wipe out the population of a neutral area to get one esper, and became a literal gid that took all magic with him when he died. He should have been number one over Sephiroth.

    It's coz there are many, many different layers to Sephiroth's villainy, largely in how integral he is to the character of Cloud himself. Since FF7 is a very mental issue-themed story, Sephiroth is not unlike every anxiety attack, every discouraging voice in your head that people experience.
    His god complex is also layered, since it was something nurtured from the moment he was born without him even realizing it. It's just the logical conclusion of being raised your whole life thinking there was something different about you, something better yet unnatural. Sephiroth felt distant from others because of what he felt he was, versus Cloud being ostracized for being weak and being misblamed for Tifa's injury and coma.
    "I can do anything...that doesn't seem normal"
    vs
    "I can't do anything right. I'm less than normal"
    This only clicked when I realized that Sephiroth cleaving Galeem in two JUST so he could menace not just Cloud but the other Smash fighters is perfectly in character. As a more direct spawn of Jenova, it stands to reason he's inherently superior to all other lifeforms. Why shouldn't he be a god? Galeem is an upstart to him.
    And that's the other thing. People argue on whether Sephiroth or Jenova is really in control, when in fact, that's the wrong way to look at it. After Nibelheim, the two are pretty much ONE entity, therefore ONE character. Think of Jenova like a liquid. Sephiroth is the container that finally gives it form. Gives it true agency beyond being an eldritch enemy. Much like how none of us can truly be rid of our mental illnesses, only holding it back with constant maintenance and love, Cloud cannot be rid of the Jenova cells that exacerbate his already fragile psyche, but he can silence their influence with love from his newfound family.

      I concede that Sephiroth's plan to be a god is rather generic and pales in comparison.
      I tend to look as Sephiroth in that regard as more of the ultimate consequence of Shinra's astounding hubris. He's their karma, and his defeat also coincides with theirs. In that sense, the one who should be compared to Kefka is Shinra as a whole.
      However, to use that to judge his evil is faulty, because his real evil lies in being a PERSONAL villain to Cloud.
      Think of every moment in your life where you're depressed and/or anxious, and a voice in your head constantly puts you down and reminds you of how much you suck and should just give up. THAT is what Sephiroth really is. And unlike Cloud, we can't physically beat our dark voice up. And it always comes back at our weakest.
      It will never be a memory.
      The edgelord part is for the commenter above you, who was clearly more dismissive. At least you tried to make a fair point. But yeah, apples and oranges here.
      As an active villain, I prefer Kuja and his chess plays.
      As an evil person, Kefka.
      As an evil I most relate to, Sephiroth.

      Final fantasy xv is one of those games where the lore and the story on paper are just so good, but the execution was lacking.
      I have a similar feeling about Ardyn (especially if you read the book and play his dlc). There’s a good Ardyn and there’s evil Ardyn that’s consumed by the starscourge. So many missed opportunities with his character.

    Don’t agree with Sephiroth at the top spot. He was only evil when he found out how he was cruelly created. I think Kefka should be ranked higher as he wanted to become a Magitek Knight and the fact others became them without turning completely insane speaks volumes.
    Emperor Palemicia and Garland were pure evil, no sympathetic back story at all.

      Most Powerful: God King Kefka or Ultimecia. Both were God Level enemies, Kefka literally being a God and Ultimecia can manipulate time and basically merged her self with the fabric of space. Safer Sephiroth would be a close second, being able to cause a supernova. Weakest would be Yu Yevon. He isn’t even a minor threat to the party’s even if you don’t consider him the final, Braska's Final Aeon is still weakest

    This feels like a watchmojo list.
    Someone just read a quick wiki summary(first paragraph) of each character, combined that with perceived popularity.
    From “facts” being horribly wrong, to Kefka and the Emperor being quite low, breaking their own rules(only 2 characters per series but XIII gets 3 entries), mispronouncing names in games with voice acting, and of course putting Sephiroth at #1 because fan favorite despite him being far from the worst in the franchise.

    That's an...interesting way to pronounce Ultimecia's name. Come to think of it, has her name ever been spoken in any of the games she's in? What even is the correct way to pronounce it?

    I feel you missed the mark with Ultimecia. She's unique in the fact she isn't evil for evil's sake, but she's driven to said actions for fear of death. The game makes numerous hints at sorceress persecution and Ultimecia in different versions of the game states different ways that the persecution continues, which drives her for power to survive, not just to be ruler, that's just how she goes about obtaining the power to hopefully survive which still ends up with her death.
    You list motive for a lot of other people and I definitely feel that this should be mentioned for Ultimecia. Whereas someone like Kefka was evil just for fun (and I hate people trying to defend his redemption arc. HE didn't go evil because he found out he was mortal. He was all too happy killing when he thought he was immortal)

      Ultimecia's motivation comes from a predestination paradox. A sorceress in the future attempts to compress time into a singularity causing the persecution of sorceress that leads to a sorceress compressing time to end the persecution.

      @@ultimatecalibur but that would beg the question of why did she do it in the first place, and the game only gives the hint that sorceress persecutions existence.
      Granted, like I said, a lot of that is found through a lot of the dialogue surrounding Hyne's story that are easily missed. There's a really good hour long video on here going over Hyne and the easily missed parts of the story and how they work together.
      but the problem there is for something that pivotal to world building, why was it so easily missed?

    I might be unpopular but... my top list would be 1) Zeromus: it is basically Hate incarnated. It is Evil, with capital "E" just by definition. 2) Ultimecia. True, she does not directly do anything particulary evil apart from bringing war to the world... But! There are no words for how wicked is her plan. All Universe, souls, time, space, matter, compressed. For conceiving this you must be more evil than... 3) Kefka. The most cruel among the three, and also the one who performs the most atrocious crimes. But what one does within the story is not always everything. And he was just fine ruling the world as a God, so... not as evil as the first two. Honorable mention: Clad of Darkness. Similar to Zeromus, Evil by definition but not Hate incarnated. Second honorable mention: Sephiroth. He is by far less evil than these four and people (including me) love him for his over 9000 charisma.
