bimbo , if you cant code this , you better learn basic programming first
the math is:
Encryption: C = (p + k) mod 26
Decryption: p = (C - k) mod 26
Where C is ciphertext, p is plaintext, using the alphabet indexed from 0-25, and k is the shift. For a Caesar Cipher by definition/default the shift is 3. k is easily derived from the decryption equation, but given that it's mod 26 there's only 25 possibilities so it's easy to brute force.
This should be trivially easy to convert to code. I don't write C#

(1-3)mod26 = -2 + 26= 24 which is 'y'
Add 26 to -2. You will get the answer 24 ---> Y
x-a , y-b , z-c for quick answer for only these 3 alphabet

Shift key=3 is fixed or it can be changed for some speacial condition???
By default it's 3 but in our university exam they made the last digit of our roll numbers the shift key... So 3 IS THE DEFAULT KEY, you'll be using that
