Shivering Isles is the best part of Oblivion because they embraced how fucking weird and uncanny the npcs were.
Also.. everyone acts insane and it's funny, you become a god and there are colors everywhere! What more can a DLC give you?

I've always had this gut feeling that voice actors in all Bethesda games are simply given scripts with no context, and they just read what they see. Could explain some weird moments and mispronunciation. And how some words are unusually enunciated.

Orinthal is the only redguard, "incidently". The fact (which he enjoys) of him being an assassin, hints that it was not an incident.

honestly i miss those whimsical characters. They made the game so much more interesting, i feel like skyrim is pretty weak with that

The Shivering Isles are the true main Oblivion realm in that game. Just look at the Cyrodiilic NPCs! They're all mad! But not I. No, I know that Sheogorath is in the air I breathe, in the food I eat, and in the fluid I drink.

Give it a go! It's been made a meme but the questlines are worth it!
Fun Fact; Tove The Unrestful (the calipers and tongs fellow) looks _oddly_ similar to Calvin Whitaker from vault 81 in Fallout 4, who, while he isn't looking for calipers and tongs, is willing to accept tools from you in exchange for caps, and his repair team works around the clock to keep the vault in working order, making them pretty Unrestful.

Seeing all these characters and insanity in Oblivion made me very thankful that the voice actors and accents were phenomenal in skyrim, especially the Khajiit and Argonians. They got a huge upgrade from oblivion
Khajiit has voice acting talent if you have coin.
They added a lot of voice actors but the voice acting in Oblivion is still amazing even with less people to do the voices!
