The pianist is adding to the playing of the piece by introducing strategic pauses at critical points of the composition. This indicates that he is an "artist" rather than the 98-99% of pianists who are "mechanics" and just play one note after another. By introducing strategic pauses, he is allowing the acoustics of the building to participate in the playing of this Rossini masterpiece. And BTW, over time this Barber of Seville has become my favorite Rossini composition, even eclipsing the Fanfare to the Overture To Willim Tell (Lone Ranger theme song).
