Yes she is, but season 4 according to the writers she's one of them. Remember, even though she's A, the liars used to bully people for the fun of it, especially her. As A, she did become like the liars in tormenting people for her own gain but hers is more understandable. The liars did it to stay popular and because they got pleasure from it, she became A to stand up to her tormentors. She became A to get back at the girls who bullied her, which was understandable, while she went crazy with power, she's going to be paying for her loyalty to Head A soon if she isn't already.
If being called a loser by the popular girls turned people into A we would have one or more in most high schools. And Mona almost killed Hanna and Emily, Ali is a freaking saint if you compare her to Mona.
They did more than just call her a loser. going out of the way to turn someone into your own personal punching bag like they did to Mona, I don't blame her for being pissed off an getting revenge. Trying to kill people is taking it too far, but we don't even have proof it was her. I don't know about s5 as I didn't' watch it, but as far as the running Hanna over with a car, there's more than one A team member, we don't even know if she did that, same thing with Emily in the greenhouse. You don't want people to hurt you back, then don't hurt them in the first place. I don't go out of my wy to hurt people like the lairs do cause I know it comes back to you. Treat others as you would like to be treated. If the liars didn't go out of their way to bring people down and make tem feel weak and horrible, those people wouldn't be attacking them right now. It's their own fault. They brought it on themselves. It's one thing not to want to be friends with someone fine, but they went out of their way to torture Mona, so she gave them the same treatment back. It isn't morally correct, but I can understand Mona's side making them feel the same way they made her feel at her than the liar side of just torturing Mona/Lucas/Toby ext to make them feel better about themselves. Hurting people for the fun of it is psychotic.

Nooo it was revealed that Shana started the fire and trapped the girls in to get back at them for blinding Jenna as she was in love with Jenna. Wilden found out that Ali was alive and he was going to stop her from returning so Cece killed him. Cece sent Sara as the decoy red coat to throw the girls off so she could likely trap them and transport them to the dollhouse or something. But since Shana ruined everything, Sara rescued Aria, Emily and Mona whilst Ali rescued Hanna.
