I remember back when I was in middle School around 2003 or 04, this hair do was so popular! My sister and I would rock it often. My sis was the pro here. I would watch her process and still remember. So here are the steps if anyone wants to know...
She would start with slightly damp hair, then apply a shit load of moose(if that's how u spell it lol) to completely soak the hair, no dry strands. Next she put gel, again enough to cover entire hair. At that point she would start to "scrunch" the hair w both hands to desired texture. Once she finished, she would apply intoxicating amounts of hair spray lol, to set it all and keep it in place for a whole day 😄
