You must be in zone 7/8 if your rose looks like that after winter, lol. Do you get snow?
In Ontario zone 4/5 Double Delight gets pruned in fall, hilled and covered for winter. All dead and damaged wood is pruned in spring. Hybrid Teas are wimpy roses in cold zones without winter protection and serious spring pruning required. Pruning down to 4"- 6".
