The lackluster result could be explain by mainly 2 reason:
    1) The 750ti is a low power card and only feature GPU boost 2.0. Basically from the get go, the GPU does not boost much, thus temperature does not have a big effect on core clock.
    2) Luckily, your GPU does not seems to be that clogged up, and in the before test, the card clearly is not anywhere close thermal throttling. In addition to the 1) means from that before test alone, you could predict the result to be very close if not the same
However, cleaning used gpu is still a good thing to do. As alluded to in 1), newer gpu are much more sensitive to temperature, and the better you can cool it, the higher the core clock would be.
Another thing to note is cleaning also helps with reducing fan noise and prolong the life of the components.

Possibly fan swap those 2 and 3 or more generations old cards couldn't hurt and some new good thermal paste us never a bad thing
