Pretty sure the "story" of this game is that you're a troubled single mom trying to keep her child. If you're a "bad" mom, social services takes your child. That's why the top tier is 18 years, because at that point, the kid's an adult.
It also explains why the drops are mostly money when you get your kid a father, because two-income household! Yay!
