What about the server tick limit? The server accepts inputs once every tick right? And a tick is 33ms, so isn't cast/attack speed hardcapped at 30/s? Unless repeats from echo/gecho bypass that?

A Fairly cheap upgrade would be Winterweave with self chill. Won't increase the tooltip castspeed, but it's another 40% actionspeed
