I think the way the conversation went kinda speaks for its self. Mande was making the point that people are too soft right now and like a moth to a flame, you have reactions like "get a grip" "youre an adult" when all he did was pick the kid up by his feet like come on. If the kid really was choking another kid then i dont see any wrong in a bit of a shocking way to catch the attention of the perpetrator and making the boy realise that there is a higher figure thats stronger than him that he needs to listen to. he literally hurt no one ion the process yet managed to put an abrupt stop to a dangerous situation.
