Are there subtitles on the online courses, to help foreign speakers students?

There is no one best for this, there is no governing body or offical
accreditation for this any company can train their employess in Six
Sigma and most large ones do themselves. Over 2 dozen universites offer
this but if you wait till you are working for a company it is better to
go through their training and get it from the company you are working
for.

Hi Michael, Yes you are correct there is no central governing body or official accreditation when it comes to Six Sigma. Here at SSGI we work directly with academia, government and industry.
