Uta Macross Offline Rewrite - Possible Reason For The Micro Stuttering

i bet the FPS cap not work is why there is micro stutters. fix the FPS cap will most likly fix the stutters
there are two FPS modes 30FPS for menus and 60FPS for 3D like songs, S-Live, and model viewing.
